We are recruiting for an experienced Pre-Construction Project Manager to lead the development of major HV substation and MV distribution projects supporting data centre and industrial clients across Scandinavia.

The role offers the opportunity to take ownership of projects from bid award through design, planning, costing and tender preparation, working closely with clients, engineering teams, utilities and external design partners before handing projects over to the construction delivery team.

Key Responsibilities

• Lead projects from bid-win handover through to construction handover.
• Take overall ownership of the project during the pre-construction phase.
• Coordinate engineering, procurement, planning, commercial and project teams.
• Define project scope, deliverables, timelines and technical requirements.
• Coordinate multidisciplinary engineering partners across civil, structural, mechanical and electrical disciplines.
• Oversee concept and basic design development, ensuring technical feasibility and constructability.
• Manage interfaces between primary, secondary, protection, SCADA and power systems.
• Act as a key client interface throughout the pre-construction phase.
• Liaise with utilities, TSOs/DSOs and other project stakeholders.
• Develop project schedules, cost estimates and construction tender packages.
• Identify technical, commercial and execution risks and develop mitigation strategies.
• Ensure projects are fully developed and ready for a smooth transition into construction.

Requirements

• Bachelor's or Master's degree in Electrical Engineering or a related technical discipline.
• 7+ years' experience in project management or engineering coordination.
• Experience managing multidisciplinary engineering teams and external design partners.
• Experience with HV substations, data centres or large-scale electrical infrastructure is highly advantageous.
• Understanding of grid connection processes and TSO/DSO interfaces.
• Strong understanding of the project lifecycle from concept through to execution.
• Experience with MS Project, Primavera P6 or similar planning tools.
• Understanding of cost estimation, budgeting and tender preparation.
• Knowledge of HV substation design and MV distribution for data centre projects.
• Understanding of data centre electrical redundancy concepts such as N+1, 2N and concurrent maintainability.
• Experience with Autodesk Construction Cloud (ACC) is advantageous.
• Power BI or similar reporting experience is advantageous.
• Excellent English communication skills; Portuguese is advantageous.
• EU citizenship and the ability to work in Norway is required.
