Job Title: Senior Quantity Surveyor (QS
Location: Andover
Reporting to: Head od QS and Managing Director
Contract Type: Full-time Permanent
Mileage to Andover not chargeable
Mileage to SEW sites chargeable at HMRC rates (currently £0.45/mile to 10000 miles, £0.25/mile thereafter)
Would sponsor the right person to become MRICS accredited/Chartership
Work Location: 2/3 days on clients site the rest work from home (WFH)
Project Scope
The project is a 22.8–25 km of new underground pipeline, linking infrastructure around Winchester and Andover, with associated booster/pumping infrastructure. The current value is around £70m excluding
Job Purpose
To provide commercial and cost control for major civil infrastructure construction works, with responsibility for ensuring accurate cost planning, monitoring, claims strategy and reporting while supporting project delivery within budget.
Key Responsibilities
1. Cost planning
You'd help establish and maintain the overall project budget.
For a major pipeline project, you'd break the costs down into things like:

You'd then monitor whether the forecast is still within the approved budget.
2. Cost reporting
This is likely to be a major part of the consultancy role.
You might produce a monthly cost report showing:

4. Change / Compensation Event assessment

5. Cost assurance
This is where the consultancy adds a lot of value.
You aren't just producing numbers — you're effectively asking:
“Can we demonstrate that the client is getting value for the money being spent?”
You might benchmark rates against:
Previous water projectsFramework ratesMarket ratesCurrent tender returnsHistorical cost data
For example, if the contractor is pricing pipeline installation at £X/m, you'd want to understand whether that is reasonable given the ground conditions, diameter, depth, access and installation methodology.
6. Risk & contingency
You'd maintain a cost risk register.
Qualifications
Degree/HNC/HND in Quantity Surveying, Commercial Management, Construction Management or a related subject
Ideally RICS-accredited if you're aiming for chartership. Or someone wishing to complete.
RICS membership/chartership (MRICS) is often preferred for a more senior QS role, although not necessarily required for an Assistant QS.
NEC training/experience, particularly NEC3/NEC4, would be very valuable.
