Access are currently working with a specialist SME transport planning consultancy providing evidence-based advice and innovative solutions to public and private sector clients. Their projects range from local development access strategies through to major infrastructure schemes. With a growing portfolio of clients and projects, they are seeking a Business Case Consultant to support the development of transport-related business cases, appraisals, and funding submissions.
Role Overview
As a Business Case Consultant, you will play a key role in helping clients secure funding and approvals for transport and infrastructure projects. You will apply your knowledge of appraisal frameworks, economic analysis, and policy alignment to develop robust and compelling cases for investment. Working within a close-knit consultancy, you will have the opportunity to contribute directly to project success, client engagement, and business growth.
Key Responsibilities
- Lead and support the preparation of transport business cases in line with HM Treasury’s Five Case Model and Department for Transport (DfT) guidance.
- Undertake option appraisals, cost–benefit analysis, and value-for-money assessments.
- Analyse transport, economic, and socio-demographic data to evidence the need for intervention.
- Support stakeholder engagement activities, including workshops, client meetings, and presentations.
- Prepare high-quality reports, funding submissions, and supporting documentation.
- Collaborate with colleagues across transport planning, modelling, and strategy to integrate technical outputs into business case work.
- Contribute to bids, proposals, and the wider growth of the consultancy.
Skills & Experience
- Experience in developing transport business cases, ideally within a consultancy or public-sector environment.
- Good knowledge of HM Treasury Green Book, DfT appraisal guidance (TAG), and business case best practice.
- Strong analytical skills with the ability to interpret and present data clearly.
- Excellent written and verbal communication skills, with a keen eye for detail.
- Experience of stakeholder engagement and client-facing work.
- Ability to manage workloads across multiple projects in a fast-paced SME environment.
- (Desirable) Experience in economic appraisal software/tools (e.g., TUBA, COBALT, or similar).
- (Desirable) Understanding of wider policy areas such as Levelling Up, Net Zero, and local transport strategies.
