The Clerk of Works (CoW) will act as the on-site representative of the Employer’s design and supervision team, ensuring that all works are executed in accordance with the contract documents, specifications, drawings, and statutory requirements.

The role is focused on quality assurance, compliance monitoring, and site safety oversight during the execution of marine and civil works.

Key Responsibilities:

  • Monitor and inspect all site activities to ensure compliance with approved drawings, specifications, and quality standards.
  • Maintain accurate daily site records, including labour, plant, materials, and progress observations.
  • Witness and record all key stages of construction, including reinforcement placement, concrete pours, dredging, rock armour placement, and marine operations.
  • Review and check material deliveries and test certificates for compliance.
  • Observe and report on health, safety, and environmental performance of the contractor, escalating concerns where necessary.
  • Liaise closely with the Resident Engineer and design team to highlight any discrepancies or issues requiring clarification.
  • Assist with snagging, quality audits, and verification of completed works.
  • Provide site input into progress reports and assist in measurement for interim valuations as required.
  • Ensure the works respect environmental protection measures and marine life safeguarding protocols.
  • Attend site meetings and contribute to progress and quality discussions.

Qualifications and Experience:

  • Minimum: National Certificate/Diploma in Civil Engineering or Construction Technology (or equivalent).
  • Desirable: Degree-level qualification in Civil or Marine Engineering.
  • Experience: Minimum 5 years’ site inspection or supervision experience, including at least 2 years on marine, coastal, or port infrastructure projects.
  • Demonstrable knowledge of marine construction techniques (e.g., piling, dredging, rock armour, concrete in tidal zones).
  • Strong understanding of quality management, materials testing, and site documentation standards.
  • Familiarity with Health & Safety at Work (Construction) Regulations and marine safety procedures.
  • Experience working in remote or island environments advantageous.

Skills and Attributes:

  • Excellent attention to detail and a proactive approach to site inspection.
  • Strong communication and reporting skills, both written and verbal.
  • Ability to work independently and make sound, evidence-based judgements on site.
  • Strong interpersonal skills for liaising with contractors, engineers, and local stakeholders.
  • Flexibility to work around tide-dependent operations and remote site conditions.
  • Commitment to maintaining high standards of safety, quality, and environmental protection.
