HSE Site Manager – HV Substation Projects (Finland / Norway)
About the Role
We are seeking an experienced HSE Site Manager to join a leading EPC contractor delivering high-voltage substation projects across Finland and Norway. You will be responsible for leading all Health, Safety and Environmental activities on site, ensuring the safe delivery of major HV infrastructure projects that power hyperscale data centres across the Nordics.
This is a site-based position offering a competitive rotation package, long-term project pipeline, and the opportunity to play a key role in delivering critical power infrastructure to the highest safety standards.
Responsibilities
- Lead all Health, Safety and Environmental activities throughout the construction phase of HV substation projects.
- Promote a strong safety culture across the project and ensure compliance with company and client HSE standards.
- Develop, implement and monitor site-specific HSE plans, procedures and risk assessments.
- Conduct regular site inspections, audits and safety observations, ensuring corrective actions are implemented.
- Monitor compliance with local legislation, project requirements and industry best practice.
- Lead toolbox talks, safety briefings and site inductions for all personnel.
- Investigate incidents, near misses and non-conformances, identifying root causes and implementing corrective actions.
- Support construction teams by providing practical HSE guidance during daily site operations.
- Ensure subcontractors comply with all HSE requirements and contractual obligations.
- Maintain accurate HSE records, reports and performance statistics.
- Participate in client meetings, safety reviews and project progress meetings.
- Drive continuous improvement initiatives to enhance overall site safety performance.
Requirements
- NEBOSH Diploma, NVQ Level 6, Degree in Occupational Health & Safety, or an equivalent HSE qualification.
- Proven experience as an HSE Manager or HSE Site Manager on large construction or infrastructure projects.
- Previous experience on HV substation, transmission, utility, power or energy projects is highly desirable.
- Strong knowledge of construction health and safety legislation and industry best practice.
- Experience carrying out incident investigations, audits and risk assessments.
- Excellent communication and leadership skills with the ability to influence teams at all levels.
- Strong organisational skills and attention to detail.
- Fluent English is essential.
- Previous experience working in Europe or the Nordics is advantageous.
- EU passport or unrestricted right to work in Europe is preferred.
